CENTRALISED NOTIFICATION FOR ENGAGEMENT OF ACT APPRENTICES
FOR THE YEAR 2019-20

Notice No. SER/P-HQ/PERS/Act Apprentices/2019-20

Opening Date :  04/01/2020        Closing Date : 03/02/2020         Closing Time : 17.00 Hrs
1. Online applications are invited from eligible candidates who are Indian nationals for engagement/training as Act Apprentices under the Apprentices Act 1961 and Apprenticeship Rules, 1992, as amended from time to time, in Workshops and other establishments of South Eastern Railway. Applications must be submitted online and no other mode of submission of the same would be entertained.

IMPORTANT:
(i) In the event of the OBC vacancies notified above remaining unfilled, the same shall be filled up from among the UR candidates. The unfilled SC vacancies, if any, shall be filled up by the ST candidates, if available and vice-versa. And if such arrangement is not being possible, the unfilled reserved vacancies shall be filled up from the UR candidates (Rule 5 of the Apprenticeship Rules,1992).

(ii)The earmarking for PWD and ESM have been calculated @ 3% of the total slots in the given establishment. The quota vacancies in the said categories are included in the overall vacancies and hence are not to be filled up outside the notified vacancies.

(iii)The candidates selected against ESM and PWD will be placed in the appropriate categories viz. UR/SC/ST/OBC to which they belong to. Unfilled ESM vacancies would be made good from other candidates.

(iv)  Ex-Servicemen
a)      Children of deceased/disabled Ex-Servicemen including those killed /disabled during peace time
b)     Children of Ex-Servicemen
c)      Children of serving jawans 
d)     Children of serving Officers
e)     Ex-Servicemen are eligible for reservation under the ESM quota.

(v)   Persons With Disabilities (PWD)
The aforementioned slots are not suitable for Low Vision [ i) vision impairment less than 6/18 to 6/60 with best correction in the better eye, OR ii) reduction of fields less than 50 degrees, OR iii) Heminaopia with macular involvement, OR iv) Altitudinal defect involving lower fields] candidates.

Only locomotor /cerebral palsy (OH), with no serious deformity of the spinal column having not less than 40% disability and Hearing Handicapped (HH) personnel having 60 decibels or more in the better ear in the conversational range of frequency, as certified by a duly constituted Medical Board by the Central or State Government, are eligible to apply. No Hearing aid shall be permitted.

 2. ELIGIBILITY CONDITIONS :

2.1         AGE:-

                                                             
(i)              The candidates should have completed 15 years of age and should not have completed 24 years of age as on 01.01.2020. The age as recorded in the Matriculation certificate, or the Birth certificate shall be reckoned for the purpose only. 
                               
(ii)            Upper age limit is relaxable by 05 years in case of SC/ST candidates, 3 years in case of OBC candidates and 10 years for Physically Handicapped candidates.
                               
(iii)           Upper age limit is relaxable by additional 10 years for ex-serviceman upto the extent of service rendered in Defence Forces plus 03 years provided they have put in a minimum of 06 months service at a stretch, except Ex-servicemen who have already joined the Govt. Service on Civil side after availing of the Ex-servicemen status for the purpose of their engagement. 
                

2.2           EDUCATIONAL QUALIFICATION :-

                               
 Matriculation (Matriculate or 10th class in 10+2 examination system) from a recognized Board with minimum 50% marks in aggregate (excluding additional subjects) and an ITI Pass certificate (in the trade in which Apprenticeship is to be done) granted by the NCVT.
                     
 For the purpose of determination of merit for engagement against this notification, the marks obtained in the Matriculation only will be taken into account. 
                

2.3        MEDICAL FITNESS :-

                                                             
 A person shall be eligible for being trained under the Apprentices Act,1961 and the Apprenticeship Rules,1992, as amended from time to time, if he or she satisfies the minimum standards of physical fitness as prescribed in the aforesaid act and rules and the standards prescribed for imparting training to the relevant trade which will be certified by a Railway Medical Doctor.
                     

3.              APPLICATION FEES :-

                
 Application fees (non-refundable) – Rs.100/- (Rupees One hundred only). No fee, however, is to be paid by the SC/ST/PWD/Women candidates. 
The payment of fees will have to be made online through ‘Payment Gateway’ while filling up the online Application Form. The payment can be made by using Debit Card/Credit Card/Internet Banking/e-Wallets, etc. Transaction charges for online payment, if any will be borne by the candidate. At times, there may be server issues because of huge rush, which may affect the online payment system. In such scenario, the candidate needs to log in fresh and attempt again.

4.              HOW TO APPLY :-

                     
4.1 The candidates are required to apply ONLINE by visiting the link htpp://recruit app.com/actapprentices_ser_2019-20 on the official website of South Eastern Railway  www.rrcser.co.in. They must go through the detailed instructions before filling up the online  applications. All relevant items must be carefully filled up by the candidate himself. The  particulars like the Name, Date of Birth, etc must match with the same that have been  recorded in the Matriculation certificate. 
4.2 The candidates should fill the relevant columns regarding their community (SC/ST/OBC) and  physical disability, if any, and upload the necessary certificates in the format given in the  Annexures to this notification. There would be options for exercising preference for  engagement/training in the Training establishments as mentioned in para 1 above depending  on the disciplines/trades in which the candidate has obtained the ITI qualification. The  candidates should carefully exercise their preferences for the same. However, the allotment  of the Training establishment is strictly as per merit and available vacancies in respective  communities. Efforts will, however, be made to accommodate the candidates in the next  preferred establishments, though there cannot be any claim for allotment of a particular  training unit in favour of a candidate. The candidates not exercising any option can be given

any of the vacant slots in the given community after all such slots are filled up by the
 candidates who have exercised their preferences.
                
4.3 The candidates are advised to indicate their mobile numbers and valid e-mail IDs which need  to be kept active over the entire process of selection, since communication for further  selection processes will be made through these media. 
                
4.4 Scanned photograph – Candidates are required to upload their good quality and contrast  colour photograph, not more than 3 months old, at the space provided in the online  Application Form. The scanned photo should be in the JPG/JPEG format and within the  specified file size as mentioned in the Application Form. The photograph should be clear,  without cap or sunglasses and should have defined edges. The candidates should also keep  3-4 copies of the same photograph for future purposes.
                
4.5 Scanned signature – The candidates are required to upload their full signature at the space  provided in the online Application Form, which is to be of JPG/JPEG format and within the  specified file size as mentioned in the Application Form. The application submitted without  signature will be summarily rejected. 
                
4.6 All other relevant columns of the Application Form should be filled up by the candidate. The  Railway Recruitment Cell (RRC) /South Eastern Railway reserves the right to reject the  applications incomplete in any of the criteria.
                
4.7 The candidates are advised to take a print out of the filled in online Application Form after all  details have been filled and the Form has been confirmed to have been submitted. The  printout needs to be brought along at the time of Document Verification to establish the  proof of having applied. 
                
4.8 HELP DESK :- For any problems in submitting the applications online or printing of the  application, candidates may click on the Help Desk button appearing on the right hand  corner of the application web page. For response to their queries, they must provide their e mail IDs. 
                

5.              OTHER TERMS AND CONDITIONS :-

                
5.1 Candidates enlisted as explained above in para 2.2, will be called for Document Verification  to the extent of 1.5 times of the notified vacancies in the respective communities. 
                
5.2 In case of two candidates having the same marks, the candidate with older age shall be  preferred. In case where the dates of birth are the same, the candidate who passed  Matriculation examination earlier shall be considered. 
                
5.3 The selected candidates will have to pass the prescribed medical examination and physical  fitness, as outlined in Schedule II of Apprenticeship Rules,1992 and as laid down by the  relevant Medical Manual,  before engagement, for which the candidates will have to pay a  sum of Rs.24/- towards medical examination fees. 
                
5.4         The candidates finally engaged will be provided Stipends at the prescribed rate as per the         provision. 
                
5.5 Training in Railway establishments under the Apprentices Act, 1961 does not, by itself,  confer any right, whatsoever, for appointment in railway services by default. However, 20%  of the vacancies notified to be filled up in erstwhile Gr.D category posts (Grade Pay  Rs.1800/-) shall be filled up by giving preference to the Course Completed Act Apprentices  trained in railway establishments and possessing National Apprenticeship Certificates  granted by NCVT, subject to such candidates found suitable in other aspects and they having  scored the minimum qualifying marks in the written examination.
                
5.6 Before applying, the candidates should ensure that he/she fulfils all the eligibility criteria. If  at any later stage, the particulars furnished by the candidate reveals to be not conforming,  his engagement will be terminated forthwith. All Annexures in the given formats for claiming  fees exemption must be uploaded.
                
5.7  The South Eastern Railway administration does not take any responsibility for sending  replies to the candidates not selected or not called for.    
                
5.8 In matters of determining the eligibility and admitting the candidature of the applicants, the  decision of the RRC/SER shall be final. 
                
5.9 The selection is purely merit based and the railway does not appoint any facilitation  centre/coaching centre for the said selection. The candidates are advised to be aware of any  mischief of assuring of such selection against illegal consideration by unscrupulous elements.  If they come across such occurrences, they are advised to bring it to the notice of the
